So we live here and play here, but we need to figure out how to work here? Some communities have policies which limit small businesses within some areas. How can we promote home based business? Planning commission needs to set up guidelines so when buildings are rebuilt conformance to a master plan and design standards are retained. Conceptual plans exist for Albertsons; county guidelines apply to some current projects. Signage should be consistent. Political will and business community support needed to require good signage. Ramon suggested the Chamber come up with a policy or vision of what they want. Resources are limited, but beautiful projects can still be done. Projects must be effective. Citizens must focus their vision or you will lose the people when the rural character is lost. Group 3 Access problems which exist for various roads were discussed. Private roads connecting to public streets are problems. Traffic is congested and intersections are difficult to get through. Michael discussed roundabouts and how it improves capacity at intersections. He explained that at roundabouts pedestrians should look left, let approaching cars pass, then cross behind the car; traffic is very low speed so kids don’t have to deal with fast moving traffic. If you have large volumes of pedestrians and vehicles you will make the transverse lines into a pedestrian crossing. A 70-90 percent crash reduction occurs when roundabouts replace signalized intersections. Long Beach traffic circle converted to roundabout experienced at 40% crash reduction. There was concern about capacity of roundabouts; Grandview roundabout seems too small. Ramon mentioned the roundabout in his community handles 2000 cars per hour. How do you mark them to prevent collisions? The slower rate of speed is a significant safety factor. You have a series of intersections which need better traffic control and there is a lack of connectivity, which slows your response time. School zones are problems. |
