* to improve and maintain a safer, more attractive and functional
transportation system.
* to improve, protect and maintain the City's surface water resources.

* The NEIGHBORHOOD TRAFFIC CONTROL PROGRAM works with you and your neighbors to improve the safety of neighborhood streets.
* The PAVEMENT MANAGEMENT SYSTEM evaluates the condition of our roadways every 3-5 years and provides a ranking system to assist in development of our annual Roadway Improvement Program.
* The NON-MOTORIZED TRANSPORTATION PLAN or N.M.T.P. was adopted in 2005. The plan affirms the City's commitment to non-motorized transportation facility standards consistent with those in use throughout Washington and the United States. These standards are applied in the identification of short-term projects where improvement to the adopted standard will improve safety, access, and mobility in the community. The plan also establishes a planning network of on-street and off-street non-motorized facilities corridors. These corridors include streets and trails that form the backbone of a system of non-motorized routes connecting neighborhoods, schools, businesses, parks, and other destinations. Using the proposed goals, policies, and standards as a guide, the plan identifies projects for development within the next ten years. These projects are prioritized on the basis of their ability to:
* Close gaps in the existing non-motorized system;
* Extend the utility of existing system elements;
* Address existing safety concerns.

* The City of Maple Valley has adopted these ROAD STANDARDS primarily to set forth specific, consistent road design elements for developers and other private parties constructing or modifying road or right-of-way facilities which require city licenses or permits.
In addition, these Standards are intended to support the City's goals for achieving affordable housing,providing adequate facilities for development in an efficient manner, complying with storm water management and sensitive area policies and to balance these goals with the general safety and mobility needs of the traveling public.
In adopting these Road Standards,the City has sought to encourage standardization of road design elements where necessary for consistency and to assure so far as possible that motoring, bicycling, equestrian, and pedestrian public safety needs are met. Considerations include safety, convenience, pleasant appearance, proper drainage, and economical maintenance. The Standards also provide requirements for the location and installation of utilities within the right-of-way. The City's permitting and licensing activities require the adoption of specific, identifiable standards to guide private individuals and entities in the administrative process of procuring the necessary City approval. Yet, the City must have flexibility to carry out its general duty to provide streets, roads, and highways for the diverse and changing needs of the traveling public. Accordingly, these Standards are not intended to represent the legal standardby which the City's duty to the traveling public is to be measured.
These Standards cannot provide for all situations. They are intended to assist but not to substitute for competent work by design professionals. It is expected that land surveyors, engineers, and architects will bring to each project the best of skills from their respective disciplines. These Standards are also not intended to limit unreasonably any innovative or creative effort, which could result in better quality, better cost savings, or both. Any proposed departure from the Standards will be judged, however, on the likelihood that such variance will produce a comparable result, in every way adequate for the road user and City resident.

* SURFACE WATER MANAGEMENT deals with drainage conveyance, water quality and flooding issues. We are starting the process of developing a Surface Water Master Plan that will identify needed improvements and maintenance requirements.
* Participation in local watershed planning ensures that Maple Valley has a voice as decisions are made about protection and restoration of salmon habitat in the Green River and Cedar River watersheds. Participation in these watershed efforts also creates opportunities for obtaining outside funding to pay for local surface water and natural resource protection projects.
* LAKE MANAGEMENT, working with the lakeside communities and neighboring City of Covington along with King County and the Washington State Department of Ecology to provide the best possible lake experience for all.
